Ship Manager
To maximize the Operational Capability, availability, and sustainability of all Royal Brunei Navy surface ships by coordinating both preventative and corrective maintenance, and Special Projects, ensuring that each task is completed safely, to the highest quality, within cost and within the given timeline.
Responsibilities:
- Plan and coordinate routine maintenance, repairs, and dry-docking activities with technical teams and external contractors. Allocate and manage resources effectively to ensure project success. Monitor team
performance and provide guidance to improve productivity and quality. - Work closely with the Planning Department to schedule routine maintenance, repairs, and dry-docking activities. This involves aligning vessel availability with operational needs, minimizing downtime, and ensuring that maintenance tasks are completed within the planned timeframes.
- Develop detailed work scopes and provide comprehensive technical information about job requirements. Manage all contractors assigned to projects or tasking.
- Collaborating with Engineering, Technical Investigation, and Workshop teams to develop technical solutions for the fleet. Problem identification and analysis and solution development.
- Overseeing the procurement of necessary spare parts and equipment for vessel maintenance. Identifying requirement by working with planning department and subject matter experts.
- Ensuring compliance with all international and local regulations such as SHENA (Safety, Health, and Environment National Authority) safety regulations and standards. Promote a safe work environment.
- Conduct regular site inspections to ensure the quality of delivered services. Oversee quality control processes to ensure that project deliverables meet the required standards.
Requirements:
- Mechanical Engineering Diploma or similar field
- 3 years or more
- Preferable candidate with marine engineering background, e.g. junior engineer officer
- Must be citizen or permanent resident of Brunei Darussalam

Quality and Change Manager
The Quality & Change Manager is a professional who ensures that the products within MMS meet consistent
standards. He/she develops and implements quality control standards and processes to ensure the company’s results and expectations, establish inspection processes at various stages within MMS and write reports on their findings to act where required.
In addition, the Quality & Change Manager identifies and analyses issues, bugs, defects, and other problems, particularly when problems recur in multiple work results and recommends and facilitates solutions to these issues. Furthermore he / she reviews customer feedback.
An additional task for the Quality & Change Manager is the responsibility of developing and managing MMS
change management strategies and plans that maximize employee adoption and usage of required changes. These responsibilities also include plans and efforts to anticipate and minimize resistant behaviours from employees and stakeholders who are impacted by the changes.
The Quality & Change Manager’s goal is to drive faster adoption, higher ultimate utilization of changes, and proficiency with the changes that impact employees who must use the changes in their daily work. These improvements increase benefit realization, value creation, and the achievement of results and outcomes. Acting as a coach for senior leaders, the Quality & Change Manager helps them fulfill the role of change management sponsor. The change manager may support and coach managers and supervisors as they help their teams through their transitions. Similarly, the change manager supports project managers and project teams to
integrate change management activities with their project plans based on a Project Management approach.
Responsibilities:
- Define, Create and implement a Quality Management process baseline.
- Keep accurate documentation and perform statistical analysis and submit detailed reports to appropriate executives.
- Define and establish Project Management processes.
- Solicit feedback from customers to assess requirements & expectations.
- Be on the lookout for opportunities for improvement and develop new efficient procedures.
- Apply a structured methodology and lead change management activities.
- Complete change management assessments.
- Identify, analyze, and prepare risk mitigation tactics.
- Consult and coach project teams.
- Support and engage senior leaders for Quality & Change Management related topics.
- Coach people managers and supervisors.
- Support organizational design and definition of roles and responsibilities.
- Evaluate and ensure user readiness.
- Define and measure internal success metrics and monitor change progress based on customer feedback.
- Manage the change portfolio
Education:
- Mechanical, Electrical or Marine Engineer with Master degree or similar education.
- Minimum 4 years working experience in related field.
- Experience in ship building industry, Ship Operations or aviation industry.
- 4 years professional experience in office management.
- Experience with start-ups of organization of advantage.
- Experience with Government programs in the Asian Region of advantage.
- Certification of quality control is a strong advantage (ISO 9000 etc.).
- Familiarity with project management approaches, tools and phases of the project lifecycle.
Skills:
- Fluent in Technical English (written and spoken).
- Good knowledge of engineering principles and techniques.
- Cost awareness.
- Good knowledge of MS Office and common software applications (ERP System).
- Proven experience/certifications in quality management and / or quality assurance.
- Conscientious and responsible.

Experience:
- Experience in ship building industry, Ship Operations or aviation industry Experience in Maintenance on Vessels, Aircrafts or equivalents.

Assistant Engineer (PWP)
Accountable to the hull (Platers Workshop) Senior Engineer through their Engineer for the correct and timely
completion of all given work to the standards required by the RBN.
Responsibilities:
- Assisting Engineer with maintenance and repair of hull structure and equipment in accordance with maintenance manuals and procedures both on boards RBN units and in base facilities.
- To prepare tools, equipment, machineries, and engineering tools for the preparations of upcoming tasks as directed by their engineer.
- Carry out work in accordance with authorized procedures and publication. Observe rules and regulation.
- Bring immediate attention of supervisor of any circumstances which affect the safety of personnel and equipment and operational readiness of MMS organization.
- Bring attention of senior staff engineer or senior engineer any shortcoming which affect the efficiency of department (PWP)
- Carry out basic diagnostic, repair, and test of RBN equipment under the direction of their supervisor (engineer).
- Able to work with minimal supervision, ensure quality, efficient and economic repair work is carried out.
Requirements:
- Citizen or Permanent resident of Brunei Darussalam.
- Minimum requirement Industrial skills qualifications (ISQ).
- Very good knowledge and vast experience and certification in Welding.
- Minimum experience of 1 to 3 years in welding.
- Conversant with Occupational Health and Safety (OHS).
- Have experience in welding and fabrication and a high level of personal initiative.
